The aim of this WP is to quality assure the delivery and the results of this project, which is important for the further transfer of the results. The evaluation will support Titan in meeting Quality Assurance standards such as EFQM, acting as an external “critical friend” throughout the process, offering objective advice and recommendations where there is no conflict of interest with the overall management and delivery of the project.

There are a number of fundamental concepts that underpin the EFQM Excellence Model to be adopted by the partnership and that are reflected in the criteria and sub criteria of this quality framework. These concepts are:

  1. Results orientation
  2. Customer focus
  3. Leadership and constancy of purpose
  4. Management by processes and facts
  5. People development and involvement
  6. Continuous learning
  7. Innovation and improvement
  8. Partnership development
  9. Public responsibility.

Eight comparable quality management principles are defined in ISO 9000:2008, Quality management systems Fundamentals and vocabulary, and in ISO 9004:2000, Quality management systems Guidelines for performance improvements.

The evaluation will seek to evaluate against:

  • Innovation – whether the products, processes and target groups are genuinely new/ innovative;
  • Transnationality – the success of transnational working and the effectiveness of partners contributions;
  • Partnership – the overall management and administration of partnership working;
  • Validity – whether some of the needs described in the project justification have been met;
  • Dissemination – whether partners have reached a wide audience; and
  • Valorisation – whether partners have achieved multiplier effects through mainstreaming activity.

It is intended that an external evaluator will facilitate a formative evaluation process to ensure that evaluation will be that part of the project where the partners stand back and take stock.


  1. Evaluation strategy and action plan
  2. The evaluation strategy and action plan will provide an overall implementation plan for the external evaluation, identification of key performance indicators with examples of templates to be used. The
  3. Quality Assurance Plan
  4. Formative evaluation report
  5. Interim evaluation report
  6. Final evaluation report

The purpose of final evaluation will be to:

  • draw conclusions on the design, implementation and degree of success of the project in the
  • light of the project’s objectives and indicators;
  • inform funding bodies such as EACEA and other stakeholders of project results, and the actual and potential impact of the project during and post funding;
  • stimulate support for transfer and mainstreaming of the innovation;
  • form the basis of the final report to EACEA and for other publications; and

stimulate new ideas for innovation based on lessons learned.
